About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 30 valve seats under NSN 1H-4820-016467592-Q3 for delivery to Portsmouth Naval Shipyard in Kittery, Maine. This is classified as a Level 1 item that must be acquired from approved sources only, with contractors required to have inspection systems conforming to MIL-I-45208A or equivalent standards as certified by a Joint DCMA/NAVSUP WSS survey team. The procurement follows Technical Data Package Version 003 specifications and maintains strict quality control requirements for naval shipyard operations. Interested parties have until October 22, 2025 to respond to this opportunity, which was originally posted on March 22, 2023. Additional information regarding the MIL-I-45208A inspection requirements can be obtained from NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania.
This procurement is designated as a 100% small business set-aside under FAR clause 52.219-6, though the specific type of small business set-aside will be determined in the final solicitation. The agency may implement various set-aside categories including HUBZone, Service-Disabled Veteran-Owned Small Business, Economically Disadvantaged Women-Owned Small Business, Women-Owned Small Business, or Historically Black College or University and Minority Institution designations. The contract calls for delivery of exactly 30 valve seat units to support naval shipyard maintenance operations. No incumbent contractors or budget ranges are specified in this pre-solicitation notice. The extended timeline from posting date to due date provides small businesses nearly two and a half years to prepare their responses and meet the stringent qualification requirements. The opportunity falls under PSC category 4820 for nonpowered valves, reflecting the specialized nature of naval shipbuilding components.
