About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a commercial off-the-shelf (COTS) seat, observer aircraft part for the P8 aircraft through a competitive solicitation. This procurement is specifically for aircraft spares that can only be sourced from Original Equipment Manufacturers (OEM), aircraft prime contractors, or suppliers with Federal Aviation Administration (FAA) certified parts and authorized release certificates. The solicitation will use a lowest price technically acceptable (LPTA) evaluation methodology, with non-price factors focused on past performance, which must be rated as acceptable for continued consideration. Interested offerors must submit their quotes via email by February 14, 2025, at 4:30 PM EST, with proposals subject to strict evaluation criteria outlined in Section L of the solicitation. The government intends to award a single contract to the most eligible and responsible offeror whose proposal represents the best value.

The solicitation does not include any specific set-aside designations and does not mention potential incumbent contractors or precise award values. The procurement is categorized under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of 1680 for Miscellaneous Aircraft Accessories and Components. While specific quantities are not detailed, the solicitation indicates that early and incremental deliveries will be accepted. The contract will be administered through the Naval Supply Systems Command, a defense agency responsible for managing naval procurement processes. Contractors must be prepared to provide parts with FAA Form 8130-3 Airworthy Approval Tags, ensuring high quality and compliance with aviation standards.
