About this opportunity
The USDA Food Safety and Inspection Service (FSIS) has issued a Special Notice announcing its intent to award a sole source contract to OneVision Corp for the procurement and installation of a Seam Stripper Model 700A. The equipment will be installed at the FSIS Western Laboratory in Albany, California, with OneVision providing a complete turnkey system including hardware, software, project management, engineering, installation, startup, training, and warranty services. The contract will be structured as a Firm-Fixed Price Purchase Order under the authority of FAR 13.106-1(b)(1). FSIS justifies the sole source approach by stating that only OneVision's product meets their specific regulatory and safety requirements for seam removal on containers of various sizes. The agency notes that their microbiologists are already trained on OneVision products and the new equipment integrates with existing OneVision systems for data reporting purposes.
The primary objective of this procurement is to provide FSIS with specialized laboratory equipment capable of performing seam removal analysis on food containers of various sizes as part of their regulatory inspection duties. The notice establishes a response deadline of September 2, 2025, for any interested parties who wish to challenge the sole source determination. While this is not a competitive solicitation, contractors may submit capability statements with sufficient technical detail to demonstrate their ability to meet all government requirements by the closing date. FSIS emphasizes that similar products from other manufacturers do not meet their criteria for safety and regulatory practices, and that the integration with existing OneVision equipment and trained personnel makes this vendor uniquely qualified. The scope includes one seam stripper unit, six stainless stripper heads, and complete installation services at the Albany facility.
Notice text
The USDA, Food Safety and Inspection Service (FSIS) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to OneVision Corp at 5805 A Chandler Court Westerville, Ohio 43082. FSIS seeks to establish a Firm-Fixed Price Purchase Order to procure a new seam stripper Model 700A and installation. OneVision will supply and install a seam stripper at FSIS Western Laboratory located in Albany, CA. OneVision will provide all necessary hardware, software, project management, engineering, installation, point-to-point, startup/checkout, training, and warranty for a complete, turnkey system. These services, training and product repair/support can only be provided through OneVision - for the USDA Albany facility. FSIS Laboratory requires specific equipment that will perform seam removal on containers of various sizes. As a regulatory agency we are expected to evaluate any abnormal container that is sent to us for analysis and must have the equipment to perform a tear down on any sized can. Similar products do not meet our criteria for safety and regulatory practices. OneVision Corporation is the only product that satisfies this requirement and meets agency needs. Our Microbiologists are trained to use the other products from OneVision Corporation and this seam stripper is tied to existing equipment and software for data reporting.
The Contractor shall provide:
Seam Stripper (Qty 1)
Stainless Stripper Heads (Qty 6)
Installation
This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement.
