About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure propulsion shaft seals for repair or modification, specifically NSN 7H-2825-013919808 under the Steam Turbines and Components category. This procurement requires engineering source approval by the design control activity to maintain part quality, as the approved sources possess unique design capabilities, engineering skills, and manufacturing knowledge that are not economically available to the government. Any alternate source must complete qualification procedures approved by the cognizant government engineering activity and meet all qualification requirements at the time of award in accordance with FAR clause 52.209-1. The government has determined through market research that FAR Part 12 policies for commercial items will not be used for this solicitation. Interested parties have until 15 days from the September 18, 2025 posting date to identify their interest and capability to provide commercial alternatives, with the full solicitation response due by October 20, 2025.

This procurement does not utilize any set-aside designations and will be competed among qualified sources only. The contract calls for a quantity of 4 units with delivery terms FOB origin, indicating the contractor will be responsible for shipping arrangements to the government's designated location. No specific incumbents or current contractors are identified in the notice, though the requirement for approved sources suggests a limited pool of qualified suppliers exists. The technical data package version 011 will govern the specifications, and no contract value or budget range is disclosed at this pre-solicitation stage. The specialized nature of the propulsion shaft seal components and the stringent qualification requirements indicate this is likely a high-value, technically complex procurement supporting naval vessel operations.
