About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Seal Assembly, Main, for repair or modification, with a National Stock Number (NSN) of 7H-2010-015157709. The specific quantity is one (1) unit, to be delivered FOB Origin. Due to data ownership constraints, the government intends to solicit and negotiate with only one source under FAR 6.302-1, recognizing that purchasing or reverse engineering the data rights would be uneconomical. Potential contractors have 45 days from the publication date (until May 2, 2025) to identify their interest and capability to respond to the requirement. While this is not a competitive proposal request, all proposals received within the specified timeframe will be considered, with the government retaining sole discretion in determining whether to proceed with a competitive procurement.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The procurement falls under the Product Service Code (PSC) 2010 for Ship and Boat Propulsion Components. Although no specific award value or budget range is disclosed, the government is seeking a single unit of the specified seal assembly. The solicitation allows all responsible sources to submit proposals, quotations, or capability statements, with the understanding that the information received will primarily be used to assess potential competitive procurement options. The contract will be executed through the Naval Supply Systems Command, a defense agency responsible for managing naval supply and logistics requirements.
