Added: Aug 02, 2016 7:00 pm This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Highly Migratory Species Division (HMSD) on a sole source basis with Bluefin Data, LLC. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed vendor shall maintain HMSD's Seafood Landings Software Reporting System. Bluefin Data LLC is the sole provider of the seafood landings software reports. There are nine (9) versions to this system which Bluefin has modified to enable the collection of highly migratory species data required by HMSD. The HMSD's primary responsibility is the management of the Atlantic and Gulf of Mexico's highly migratory species for NOAA fisheries. Effective and timely quota monitoring is essential to this process and landings are tracked via reports submitted by fishery dealers after purchase from fishing vessels. The renewal of this service will allow continued data collection and weekly reporting of highly migratory species.

The Government intends to negotiate a firm fixed price contract with the base period of performance from October 1, 2016 through September 30, 2017 and four (4) one (1) year option periods. The NAICS code for this procurement is 541511 with a corresponding size standard of $27.5M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than August 31, 2016 at 10:00am PDT Seattle, WA. Responses shall be e-mailed to Mona.M.Ash@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Bluefin Data LLC can provide these services.
