Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks to solicit and award a sole source Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) bridge contract to Leidos, Inc. at 26279 Twelve Trees Lane NW, Suite B, Poulsbo, WA 98370. The bridge contract will provide continuity of Navy and Marine signature program engineering and technical services until the fair opportunity follow-on, Request for Proposal (RFP) N00167-17-R-0005, can be awarded under the SeaPort-e Multiple Award Contract (MAC) vehicle. The bridge contract shall consist of a six month base and one three-month option, resulting in a potential period of performance of nine months upon contract award.
The requirement is for uninterrupted scientific, engineering, and technical services in support of Navy and Marine logistics, operations, and maintenance for NSWCCD Southeast Alaska Acoustic Measurement Facility (SEAFAC). The principal place of performance is anticipated to be at SEAFAC located in Ketchikan, Alaska.
Supported signature-related tasking includes the following:
1. Operational and logistical support for full scale signature measurement trials and other signature assessmentests.
2. Operation, maintenance, integration, installation and repair of facilities that are required to support the mission of performing acoustic measurement, testing and analysis at SEAFAC.
3. Special project support for full scale signature measurement trials and other signature assessment tests.
The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii)(B). It is essential to the fleet that these services continue without disruption. Any disruption will cause delays to on-going programs and could result in the failure of NSWCCD to meet its obligations to program sponsors, thereby negatively affecting fleet readiness. Presently, Leidos is the only responsible source with the requisite knowledge and specialized expertise capable of immediately satisfying the Government's requirement during the bridge period. Leidos is currently supporting this on-going and recurring service requirement under SeaPort-e Task Order (TO) N00178-04-D-4119-FD06. The current TO expires 30 April 2017 and the fair opportunity follow-on, RFP N00167-17-R-0005, is anticipated to be awarded no later than first quarter of Fiscal Year (FY) 2018.
Any interested parties must explain how they will readily perform these services without unacceptable delays relating to additional time and cost to gain specific knowledge of programs and systems unique to SEAFAC. This notice is not a request for competitive offers. However, all offers received within the 15 days after date of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Companies interested in subcontracting opportunities should contact Leidos directly.
