About this opportunity

The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake is procuring Sea Range Safety Surveillance Services on a sole-source basis from Peraton Technologies Inc. The services encompass comprehensive engineering support for Test and Evaluation activities related to Sea Based Weapons Systems, with the primary objective of improving range safety during missile tests utilizing the Intelligence Systems Awareness Tool (ISAT) software program. Key requirements include range surveillance, systems engineering support, software integration and maintenance, mission support including pre-test site surveys, test planning support with real-time monitoring, training, management support, and reporting services. The contract also covers personnel coordination to plan and implement support from USCG District 14 Maritime Domain Awareness and USCG HC-130J aircraft for range surveillance and clearance during test events. While this is structured as a sole-source procurement, any firm believing it can fulfill these requirements may submit a written response within 15 days of publication (by September 4, 2025), including a capability statement demonstrating relevant experience and ability to perform the work without compromising quality or schedule requirements.

This procurement carries no set-aside designation and identifies Peraton Technologies Inc. as the intended sole-source contractor based on their existing capabilities and relationship with the ISAT software system. The five-year cost-plus-fixed-fee contract is estimated at approximately 104,350 labor hours with a total estimated cost including other direct costs of $759,662.50. Performance will primarily occur at NAWCWD Point Mugu, California, with additional support extending to the Pacific Missile Range Facility (PMRF) and other test ranges where Sea-Based Weapon Systems testing is conducted. The contract duration spans five years and falls under NAICS code 541330 (Engineering Services) and PSC code AC33 (National Defense R&D Services), reflecting its focus on defense-related research, development, and experimental activities. The work directly supports the Missile Defense Agency's testing programs by providing critical range safety oversight and real-time situational awareness during missile intercept tests.
