About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division is conducting a market research initiative to modernize sea dye signal devices for aircrew survival equipment. The agency seeks potential vendors capable of developing a next-generation sea dye product that can be deployed in multiple environments, with enhanced multi-spectral visibility and improved detection capabilities. Interested companies must submit a comprehensive 20-page response by 12:00pm EST on June 25, 2025, to Capt Jordan Lindley, including detailed company information, technical capabilities, a Rough Order of Magnitude (ROM) cost estimate, and production capacity details. Respondents must be registered in the System for Award Management (SAM) and provide information about their business classification. The evaluation will focus on technical capabilities, production readiness, and the ability to meet stringent military specifications for sea dye signal devices.

The pre-solicitation does not currently have a small business set-aside, though one may be considered if sufficient interest and capability are demonstrated. The initial procurement targets approximately 4,100 production units and 50 test units, with potential for follow-on orders across Air Force aircraft platforms. The sea dye device must meet specific technical requirements, including a non-toxic formulation, one-hand deployment, minimum 45-minute visibility, and size constraints of less than 43.75 cubic inches. The product should be compatible with existing survival kits and capable of detection across infrared, electro-optical, and RADAR sensing platforms. While no specific incumbent is mentioned, the solicitation indicates a clear intent to upgrade current sea dye signal technology with a more advanced, versatile solution that can improve aircrew survival and rescue capabilities.

This announcement constitutes a Sources Sought Synopsis (SSS) only. The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division (AFLCMC/ROU) is conducting a market assessment to identify potential sources and companies that may possess the expertise, capabilities, and experience with sea marker dye and multi-spectral visibility to meet AF requirements. AFLCMC is issuing this SSS to explore cost-effective options to provide this capability and to obtain valuable feedback regarding the attached System Requirements Document (SRD).

This SSS in no way obligates the Government and is intended to be a market research tool to benefit both members of the DoD and industry representatives.
