About this opportunity
The National Oceanic and Atmospheric Administration's Pacific Marine Environmental Laboratory (PMEL) has issued a Special Notice announcing its intent to negotiate a sole source procurement with Sea-Bird Electronics, Inc. of Bellevue, Washington. The procurement is for a Submersible Ultraviolet Nitrate Analyzer (SUNA) V2 Nitrate Sensor to be delivered to Seattle, Washington. NOAA is utilizing the sole source authority under FAR 13.106-1(b)(1) based on compatibility requirements with existing systems and equipment. The agency has determined that Sea-Bird Electronics is uniquely qualified as the manufacturer of the specific instruments required by PMEL. This notice was posted on July 23, 2025, with a response deadline of August 6, 2025.
The procurement aims to add a second or third SUNA V2 nitrate sensor to the EcoFOCI group's operational suite at PMEL, which has been conducting oceanographic research in the Bering Sea and U.S. Arctic for over 30 years. The sensor will support nutrient monitoring activities that contribute to fisheries and ecosystem modeling efforts, replacing older ISUS nitrate sensors that are being phased out. The required delivery date is September 30, 2025, and the sensor must be fully compatible with EcoFOCI's existing subsurface mooring arrays and data systems. While this is not a request for competitive proposals, firms believing they can meet the government's requirements may submit substantiating documentation within 15 days of publication to be evaluated for potential competitive procurement consideration. The government retains sole discretion in determining whether to proceed competitively based on any responses received, and oral communications are not acceptable.
Notice text
***NOAA'S PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH SEA-BIRD ELECTRONICS, INC. LOCATED IN BELLEVUE, WASHINGTON FOR A SUBMERSIBLE ULTRAVIOLET NITRATE ANALYZER (SUNA) V2 NITRATE SENSOR TO BE DELIVERED TO SEATTLE, WA.
***THE SOLE SOURCE DETERMINATION IS BASED ON COMPATIBILITY TO EXISTING SYSTEMS OR EQUIPMENT – THE REQUIRED SUPPLIES OR SERVICE MUST BE COMPATIBLE IN ALL ASPECTS (FORM, FIT, AND FUNCTION) WITH EXISTING SYSTEMS OR EQUIPMENT AND THE SOURCE IS UNIQUELY QUALIFIED TO MEET NOAA’S REQUIREMENT. SEA-BIRD ELECTRONICS, INC. IS THE MANUFACTURER OF THE SPECIFIC INSTRUMENTS THAT PMEL REQUIRES. THE ECOSYSTEM & FISHERIES-OCEANOGRAPHY COORDINATED INVESTIGATIONS (EcoFOCI) GROUP AT PMEL HAS BEEN CONDUCTING OCEANOGRAPHIC RESEARCH IN THE BERING SEA AND U.S. ARCTIC FOR OVER 30 YEARS, INCLUDING NUTRIENT MONITORING TO SUPPORT FISHERIES AND ECOSYSTEM MODELING. THIS PROCUREMENT WILL ADD A SECOND OR THIRD SUNA V2 NITRATE SENSOR TO EcoFOCI’S OPERATIONAL SUITE, FOLLOWING THE PHASE-OUT OF THE OLDER ISUS NITRATE SENSORS. THE SUNA V2 HAS BEEN SUCCESSFULLY INTEGRATED INTO EcoFOCI’S MOORING ARCHITECTURE SINCE 2024, DATA LOGGING SYSTEMS, AND POST-PROCESSING WORKFLOWS. SIGNIFICANT TIME AND RESOURCES HAVE BEEN INVESTED IN CALIBRATING AND VALIDATING SUNA DATA FOR HIGH-LATITUDE DEPLOYMENTS. THE SENSOR IS FULLY COMPATIBLE IN FORM, FIT, AND FUNCTION WITH EcoFOCI’S EXISTING SUBSURFACE MOORNING ARRAYS, AND MAINTAINING CONSISTENCY WITH THIS PLATFORM ENSURES CONTINUITY IN LONG-TERM BIOGEOCHEMICAL DATA RECORDS WHILE MINIMIZING TRAINING, INTEGRATION, AND ENGINEERING COSTS. THE REQUIRED DELIVERY DATE IS BY 09/30/2025.
***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
