About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking to leverage an existing Basic Ordering Agreement with The Boeing Company to transition the System Demonstration Test Article 3 (SDTA 3) and Fatigue Test Article (FTA) production to the Mid America Airport facility. This procurement will establish the final production line for the MQ-25A unmanned aircraft, including labor-enhanced learning, installation of a Ground Control Station, and training for Naval Maintenance Personnel. The government intends to sole-source this contract to Boeing under 10 U.S.C. 3204(a)(1), citing Boeing as the exclusive designer, developer, and manufacturer of the MQ-25A with unique capabilities to address program requirements. The pre-solicitation notice was posted on May 14, 2025, with a response deadline of May 30, 2025. NAVAIR will evaluate Boeing based on their comprehensive technical understanding, existing infrastructure, and proven expertise in the MQ-25A program.

There are no specific set-aside designations for this contract opportunity. Boeing is both the incumbent and proposed sole contractor, operating under the existing Basic Ordering Agreement N00019-21-G-0006. The contract falls under the Aircraft Manufacturing NAICS code 336411 and the Unmanned Aircraft Product Service Code 1550. While specific award values are not disclosed in the pre-solicitation notice, the procurement encompasses a comprehensive production transition including ramp-up activities, ground station installation, and personnel training. The contract represents a critical phase in establishing the final production capabilities for the MQ-25A unmanned aircraft system, leveraging Boeing's exclusive technical expertise and manufacturing capabilities.

Notice text

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to leverage the Basic Ordering Agreement (BOA) N00019-21-G-0006 to The Boeing Company (Boeing) for the negotiation and award of the transition of System Demonstration Test Article 3 (SDTA 3) and Fatigue Test Article (FTA) full production builds to the Mid America Airport (MAA) facility to establish the final MQ-25A production line. The procurement will include the ramp up in labor enhanced learning on production, installation of one MQ-25A Ground Control Station at MAA, and training and support operations of Naval Maintenance Personnel (NMP).

For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of suppliers or services will satisfy agency requirements." Boeing is the sole designer, developer, and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required by the orders, resulting in the unique capability to address the interrelated impacts on each other and on the MQ-25A program.
