About this opportunity

The Federal Highway Administration is seeking qualified contractors for asphalt parking lot construction work at the SD FLAP SDGFP PARKING(1) North Point Parking Lot project in South Dakota. This pre-solicitation notice is being issued to assess interest among qualified small businesses, including HUBZone small businesses, women-owned small business concerns, 8(a) small businesses, and service-disabled veteran-owned small businesses, to determine whether a set-aside is appropriate for this solicitation. Interested contractors must demonstrate their intention to bid as prime contractors, provide documentation of applicable socioeconomic certifications, submit bonding capability letters confirming capacity for a single project valued at $5 million, and provide a history of similar asphalt parking lot construction projects in natural resource sensitive areas. The submission deadline is January 22, 2026 at 2 p.m. local Denver time, with all materials to be sent via email to CFLAcquisitions@dot.gov, Attention: Stephanie Navarro. Contractors should note that this is not a request for bid and plans and specifications are not currently available.

This opportunity is not utilizing a set-aside designation at this stage; rather, the pre-solicitation notice is designed to determine if sufficient interest exists among qualified small businesses to justify establishing a set-aside in future solicitation phases. The anticipated project value is $5 million for bonding purposes, though the final contract award value may vary based on project scope and specifications. No incumbent contractors or current contract holders are identified in this notice. All interested firms must be registered and current in the System for Award Management (SAM) at sam.gov to be considered. Contractors should ensure they understand Small Business Administration affiliation rules under 13 CFR 121.103 and 121.108, as misrepresentation of size status carries significant penalties.
