About this opportunity
The U.S. Coast Guard Operational Logistics Command (LOG-94), under the Department of Homeland Security, has issued a Special Notice regarding their intent to award a sole-source contract for SCIF (Sensitive Compartmented Information Facility) door replacement. The procurement is designated as a Total Small Business set-aside and involves replacing a specialized high-security door at the USCG Maritime Intelligence Fusion Center Pacific (MIFC PACCA). The Coast Guard intends to award this contract to ANDREASEN SECURITY SAFE INC under Federal Acquisition Regulation authority 6.302, citing that only one responsible source exists that can satisfy the agency's specific requirements. The work scope includes removing the old SCIF door and frame and installing new components, with the contract utilizing Simplified Acquisition Procedures for purchases under the $250,000 threshold. The procurement falls under NAICS code 811310 for commercial and industrial machinery repair and maintenance.
The primary purpose of this Special Notice is to inform the contracting community of the Coast Guard's intention to proceed with a sole-source award rather than conducting full and open competition, as they have determined that only one contractor possesses the unique capabilities necessary for this specialized security work. The contract performance period is scheduled from September 12, 2025, through November 2, 2025, with responses to the notice due by September 25, 2025. This is explicitly not a request for competitive quotes or proposals, and no solicitation document is available for distribution. Any contractor wishing to challenge this sole-source approach must provide clear, compelling, and convincing evidence that competition would be advantageous to the government. All inquiries must be submitted via email to the designated Contract Officer, Elizabeth Tam-Hurley, as telephone requests will not be accepted. The procurement will be structured as a firm fixed-price contract focusing on the specialized installation and maintenance requirements for highly sensitive government facilities.
