About this opportunity

The Health Resources and Services Administration (HRSA) issued a Limited/Sole Source Justification Notice for a bridge contract to the Scientific Registry of Transplant Recipients (SRTR) program, awarding $6,829,429.00 to Hennepin Healthcare Research Institute (HHRI) on a firm-fixed-price basis. The contractor will provide statistical and analytical support to HRSA and the Organ Procurement and Transplantation Network (OPTN), including policy formulation and evaluation, system performance metrics, economic analysis, and congressional reporting related to organ allocation and transplant recipient data. The justification for this non-competitive award is based on unusual and compelling urgency under FAR 6.302-2, as the existing SRTR contract (75R60220C00011) was scheduled to expire on March 20, 2026, necessitating immediate action to prevent service disruption while HRSA conducts a full and open competitive procurement. This bridge contract allows HRSA time to complete comprehensive market research and strengthen the competitive environment for the future long-term award, which included an RFI released in July 2025 to identify qualified vendors capable of supporting SRTR functions. The award demonstrates HRSA's commitment to maintaining continuity of this statutorily mandated program under the National Organ Transplant Act while preparing for a more robust competitive solicitation.
