About this opportunity
The U.S. Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services is conducting market research for scientific consulting services related to Brown Tree Snake biology, ecology, and barrier testing, with capability statement submissions due October 14, 2026. This is a sources-sought notice for acquisition planning purposes only; no solicitation has been issued. No set-aside is currently anticipated, though the government notes this requirement may be set aside for small business based on responses received.
Work is performed in Guam, primarily at Marine Corps Base Camp Blaz, Anderson Air Force Base, and Navy Base Guam. Contractors must possess direct experience with Brown Tree Snake biology, ecology, and locomotion; experience with other arboreal snakes is insufficient given the BTS's unique climbing ability. Key technical scope includes barrier gate testing and modification at newly constructed military barriers, data analysis and statistical reporting for Wildlife Services Guam reports, retesting of deficient barrier sections post-modification, and Brown Tree Snake removal and control tool development including 3D trap part design and novel device development—with any new tool development requiring on-site testing in Guam.
Travel to Guam may be required. Contractors must be able to obtain DBIDS or Common Access Card access for military base operations. All reports, data, and records generated become government property and cannot be published or shared without written authorization.
Respondents should submit organization information, tailored capability statements addressing the specific requirement, and recent past performance. The government assumes no financial responsibility for response costs and will provide no feedback on submissions.
