The types of services required are engineering, technical and scientific services to support test planning, test conduct, and test reporting. This support includes developing instrumentation software based upon customer test requirements and using instrumentation to collect and record test data, analyzing data, producing data reports, writing test reports, and repairing and troubleshooting instrumentation. It also includes operating and maintaining the motor pool vehicles used in the support of tests, the test-related facilities and all testing instrumentation required in performance of required services.
The Government contemplates the award a single-award, hybrid Cost-Plus-Award-Fee/Firm-Fixed-Price contract with a period of performance of five years. There will be a two-month phase-in period, a 22-month base period, one two-year option period and a final one-year option period.
