About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Special Notice regarding the potential sole-source negotiation for renewal of Scienomics Materials and Processes Simulations (MAPS) Licenses and maintenance support. The notice pertains to a proprietary software platform owned by Scienomics, Inc., which NIST currently licenses for molecular and coarse-grained modeling, simulation, visualization, and analysis. The opportunity is classified under NAICS code 513210 for Software Publishers, with a small business size standard of $47.0 million. NIST intends to negotiate directly with Scienomics, located in Paris, France, based on the company being the sole provider of this specific software license. The agency has determined that Scienomics is the only known vendor capable of providing the required MAPS License renewal.
The Special Notice provides an opportunity for interested parties to demonstrate their capability to meet NIST's requirements, though the agency retains sole discretion in determining whether to compete the procurement. Contractors wishing to respond must submit their capabilities in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov by 8:00 a.m. Eastern Time on April 25, 2025. While this is not a formal solicitation, the government will consider any responses received by the deadline to potentially reassess the sole-source approach. The notice emphasizes that this is an informational request, and any responses will typically be used only to evaluate potential competitive procurement options. Potential contractors should clearly and unambiguously identify their capabilities if they believe they can satisfy the requirements outlined in the notice. The acquisition will be conducted under FAR 13.106-1(b)(1) authority, and no solicitation package will be issued.
