About this opportunity
The Department of War, with Naval Supply Systems Command listed as the posting agency, anticipates a no-cost contract for Scholarship Granting Organization (SGO) Program Administrator services, with executive summaries due by 1200 on November 4, 2026. The notice carries "No Set-Aside Used," but the Scholarship Granting Organization mandate functions as a hard eligibility gate: offerors must be a certified IRC 501(c)(3) SGO operating nationwide. The contractor receives no appropriated or Government-funded payments and instead retains an administrative fee deducted from voluntary after-tax payroll contributions processed through DoW and DFAS under IRC Sections 25F and 530(b)(3)(A). The attached Sources Sought Notice, posted October 27, 2026, seeks a single SGO and describes a one-year base period beginning January 1, 2027, with four one-year optional renewals at Government discretion. The attachment summary lists the eligible participants as active and Reserve Component Service members, DoW civilian employees, and military retirees. Required capabilities include a secure transaction portal as the official system of record, encrypted role-based access, individualized student digital wallets using immutable double-entry ledgers, a restricted closed-loop e-commerce marketplace for non-tuition educational expenses, real-time administrative reporting for Government personnel, compliance with Treasury Regulation TD 10057 and REG-117199-25, and a financial literacy and education program. Six mandatory requirements apply, including verified multistate administration of concurrent state education-funding programs, multistate family outreach experience, a dedicated government program implementation business line, a fully operational integrated digital platform with closed-loop payments, and single-point accountability for Administrator outcomes at launch. Submissions must include a three-page executive summary covering company name, contact information, business size, ability to meet mandatory requirements, and corporate experience with references, sent to joseph.a.haviland2.civ@us.navy.mil and tiffany.o.zwart.civ@us.navy.mil.
Notice text
The Department of War (DoW) is establishing an initiative to provide eligible active and Reserve Component Service members, DoW civilian employees, and military retirees with an authorized, voluntary after-tax payroll allotment pathway to direct contributions to a certified, Scholarship Granting Organization (SGO), as the Program Administrator.
The Government anticipates a contract awarded at no cost to the Government for the required support services. The Contractor shall receive no direct appropriations or Government-funded payments for services rendered under this requirement. In lieu of direct Government payments, the Contractor is authorized to retain an administrative fee subtracted directly from the voluntary payroll contributions processed through the DoW and the Defense Finance and Accounting Service (DFAS) under Internal Revenue Code (IRC) Section 25F and Section 530(b)(3)(A).
