About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to establish a sole-source Basic Ordering Agreement (BOA) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract for SCEPTRE Signal Processing Software and associated services. The requirement involves implementing advanced signal processing and Radio Frequency (RF) signal collection software solutions in a designated environment, including seamless installation, configuration, and ongoing technical assistance. The SCEPTRE software is specifically designed to optimize performance for RF testing, analysis tasks, and advanced signal processing capabilities, featuring built-in classified and unclassified Digital Signal Processing (DSP) signal detectors and classifiers required for targeting specific adversary signal sets. The acquisition is being pursued under Title 10 U.S.C. Section 3204(a)(1) and FAR 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy agency requirements. The response deadline has been extended to July 30, 2025, with primary contacts being Matthew Gutmann (Contract Specialist) and Ausra Zemaitiene (Procuring Contracting Officer).
This procurement does not utilize any set-aside designations and is specifically targeted to 3dB Labs Inc., located in West Chester, Ohio, as the sole developer and provider of the SCEPTRE Signal Processing Software. The anticipated contract structure will utilize Cost Plus Fixed Fee (CPFF) orders with a maximum value of $14,711,101 over a five-year period from the effective date of the contract vehicle. The SCEPTRE software's unique functions have resulted from past government-funded initiatives and are now standard features, including built-in Radio Frequency Distribution Unit (RFDU) control and the ability to configure and share RF data streams. The software directly interfaces with the Government's next generation Intelligence system through Government-designed software components. The notice emphasizes that this is published for informational purposes only and is not a request for competitive proposals, as the Government has determined that 3dB Labs is the only source capable of meeting the specific operational requirements.
