About this opportunity
The Space Systems Command is seeking information through a Request for Information for a Scenario Creation and Injection Tool to support the North American Aerospace Defense Command's Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment Program. Interested parties are requested to respond by January 19, 2024 with a white paper outlining their technical solution for developing a government approved scenario creation and injection tool to generate event-based scenario files and inject them into Combatant Commanders systems for training, exercise, and testing purposes. The white paper should address the tool's ability to provide scenario and injection capability for current and future systems, integrate across multiple networks, replace the current legacy Scenario Injection System architecture, cost estimates, experience meeting DOD and Air Force cybersecurity requirements, and recommendations.
There is no set-aside designated for this opportunity. As this is a Request for Information, it does not commit the Government to any procurement but seeks information to inform future requirements. The Space Systems Command may meet with potential respondents to clarify requirements and assess development and certification risks as part of the market research, but the Government will not pay costs associated with any responses to the RFI.

The Government requires a tool for creating and injecting scenarios in the test system that is virtualized, can handle multiple future message types, is expandable and can add additional injection capability with ease. This system is to replace the legacy Scenario Injection System (SIS) and various separate tools will be integrated into on suite of tools using modern coding techniques (containers).

This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
