About this opportunity
The South Carolina Army National Guard (SCARNG) has issued a Limited / Sole Source Justification Notice for wireless telecommunications services under the DoD IDIQ Spiral 4 program. The justification is specifically for Verizon as the sole source vendor, driven by the complexity of transitioning wireless services and the critical timing before the hurricane season starting 1 June 2025. SCARNG is approximately 50% complete in transferring services from a previous carrier, and a switch to a new vendor would cause unacceptable delays in meeting mobile communication needs, particularly for the 43rd Civil Support Team's emergency response capabilities. The procurement is being pursued on a case-by-case basis to minimize service disruption, with Verizon being the only vendor capable of meeting the agency's requirements without substantial service interruption. The contract (N0024424D0010) was awarded on 6 May 2025, utilizing O&M Army funding, with the Contracting Officer Blake S. Cromer certifying the fair and reasonable cost of the action. While specific award values were not disclosed, the justification is based on the federal acquisition regulation (FAR) 6.302-1, which permits sole source procurement when changing providers would result in substantial cost duplication or unacceptable operational delays.
Notice text
For DoD, NASA, and the Coast Guard, the order satisfies one of the exceptions permitting the use of other than full and open competition listed in 6.302 (10 U.S.C. 3406(c)(S)). Specifically, FAR 6.302-1 Subparagraph (a)(2)(iii) states that services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any source would result in
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or
(B) Unacceptable delays in fulfilling the agency's requirements
(End).
Awarded contract N0024424D0010 to unknown vendor for unknown amount on 2025-05-06.
