About this opportunity

The South Carolina Army National Guard is seeking commercial electrical equipment and supplies specifically for fiber optic installation and testing through a Total Small Business set-aside procurement. The agency will solicit quotations directly from at least three known competing suppliers using simplified acquisition procedures under the Revolutionary FAR Overhaul (RFO) 12.201-1(c)(2). Evaluation criteria include the contractor's ability to deliver by April 15, 2026, the quality of quoted items including manufacturers' warranties, and past performance as documented through the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance Integrity Information System (FAPIIS), Supplier Performance Risk System (SPRS), and the contracting officer's personal knowledge of prior contracts. Small businesses interested in being considered for solicitation must submit requests and capability statements to Contracting Officer Blake Cromer at blake.s.cromer.civ@army.mil no later than Friday, February 20, 2026, at 5:30 PM EST. The anticipated award date is March 13, 2026, and best value will be determined based on delivery capability, product quality, and contractor past performance history.

This procurement is designated as a 100% Total Small Business set-away under NAICS code 334417 (Electronic Connector Manufacturing) and PSC code 6080 (Fiber Optic Kits and Sets). The purchase includes 19 line items encompassing specialized fiber optic equipment and supplies, featuring five EXFO QUAD OTDR units, five AFL fusion splicers, five Sumitomo consumable kits, multiple Optix connector configurations in quantities ranging from 50 to 500 units, fiber optic cleaning kits, coated fiberglass rodders, and various other precision instruments and consumables required for fiber optic installation and testing operations. While no specific budget range or award value is disclosed in this presolicitation notice, the quantity and specifications of requested items suggest a moderate-to-substantial procurement supporting the Army National Guard's fiber optic infrastructure requirements. No incumbent contractors are identified in this notice, indicating this may be a new requirement or a re-competition of an existing contract. Interested small business concerns should prepare detailed capability statements and technical qualifications documentation demonstrating their ability to provide the specified equipment and supplies with appropriate manufacturer warranties and competitive delivery timelines.
