About this opportunity
The National Oceanic and Atmospheric Administration intends to award on a sole-source basis a firm-fixed-price purchase order to OptimERA Marine for Scanmar acoustic sensors and supporting hardware, with capabilities statements due by July 11, 2026 at 1300 Eastern time. This procurement is anticipated as a total small business set-aside under 41 U.S.C. § 1901 and FAR 12.102(a).
The equipment will support the Northeast Fisheries Science Center's Ecosystems Surveys Branch Bottom Trawl Surveys on NOAA vessels Henry B. Bigelow and Pisces. Required items include one TrawlEye-NB system, one Flowsensor HC4-TSS, one SS4 Depth/Temperature sensor, and four SS4 Door/Clump sensors with associated mounting and charging kits. All sensors must be compatible in form, fit, and function with existing systems and the vessel's Scannar ScanBas 365 bridge system serving as the central processing hub for trawl telemetry. Market research confirmed that alternative manufacturers such as Simrad and Marport lack direct plug-and-play compatibility without complete replacement of the acoustic receiving system; introducing non-Scannar sensors would compromise the integrity of long-term fishery-independent time-series data used in stock assessments.
Performance period is 60 days after award, with expected delivery by September 1, 2026. Delivery location is Northeast Fisheries Science Center, 166 Water Street, Woods Hole, Massachusetts 02543. OptimERA Marine is identified as the sole U.S. authorized reseller and service provider for Scannar equipment. Capabilities statements must include technical data and cost information with convincing evidence of capability to meet the requirement; requests for documentation or questions alone will not be considered affirmative responses.
NAICS code 334511; PSC code 6625.
