The Firm Fixed Price contract to Insitu, Inc., Bingen, WA is for UAS ISR services aboard a Military Sealift Command ship. Insitu, Inc. is the only company who can fulfill this requirement due to existing Special Operations Command Scan Eagle Program of Record interoperability requirements, including Foreign Internal Defense initiatives in the operational Area of Responsibility. Operating the same UAS will allow for more effective mission planning and enhance interoperability, information sharing and logistical support.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements."
