About this opportunity

This Special Notice from the National Aeronautics and Space Administration Shared Services Center concerns a sole source contract opportunity for the construction of a scale model of a proposed variable gravity test facility at NASA's Glenn Research Center. The notice seeks capabilities statements by March 11, 2024 from interested contractors to determine whether to conduct a competitive procurement for the scale model, which is intended to be awarded non-competitively to Benchmark Craftsmen under FAR 13.106-1(b)(1)(i).

The scale model would include a representation of the conceptual facility, a mechanism for demonstrating vehicle movement, and a carrying case. Contractors have until March 11th to submit written capabilities statements to the identified points of contact to be considered for conducting a competitive procurement instead of the sole source award. Only Benchmark Craftsmen is considered capable of fulfilling the requirement, but the notice solicits feedback on competing the requirement before finalizing the sole source determination. NASA Clause 1852.215-84 regarding the agency ombudsman also applies.
