About this opportunity
NASA's George C. Marshall Space Flight Center has issued a Special Notice regarding the extension of an existing contract for scalable science data exploration services. The agency intends to extend the performance period of contract 80MSFC23CA017 with Element 84, Inc. for six months, from October 1, 2025 through March 31, 2026. This notice is designated as a Total Small Business set-aside under NAICS code 541690 for Other Scientific and Technical Consulting Services. NASA plans to award this extension as a sole source modification using the FAR 6.302-1 authority, citing that only one responsible source exists that can satisfy the agency's requirements. The contractor will continue providing specialized support for designing user interfaces for new deployments of the VEDA dashboard for NASA's Earth Science Division.
The primary purpose of this Special Notice is to inform the contracting community of NASA's intent to extend the existing contract on a sole source basis while providing an opportunity for other organizations to demonstrate their capabilities. Interested organizations must submit their qualifications and capabilities electronically to Brent Evans at brent.l.evans@nasa.gov by 2:00 PM Central Daylight Time on August 1, 2025. These submissions will be evaluated solely to determine whether the acquisition should be conducted on a competitive basis rather than sole source. The work involves continuing Element 84's specialized expertise in developing cloud native tools and services that enable dynamic visualization and exploration of science data at scale. NASA has explicitly stated that any determination to maintain the sole source approach based on responses to this notice remains entirely within the government's discretion.
Notice text
NASA/George C. Marshall Space Flight Center (MSFC) has a requirement to extend the contract period of performance for 6 months from October 1, 2025 through March 31, 2026.
NASA/MSFC intends to issue a sole source contact modification to acquire the services from Element 84, Inc. under the existing contract 80MSFC23CA017 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Element 84 will use its subject matter expertise to continue to provide support needed to design a user interface for new deployments of the VEDA dashboard for NASA’s Earth Science Division. This additional scope of work builds upon Element 84’s highly specialized expertise and current contract requirement to develop cloud native tools and services such that dynamic visualization and exploration of science data can be scaled.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brent Evans at brent.l.evans@nasa.gov not later than 2:00pm Central Daylight Time on August 1, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at:
