About this opportunity

The Department of the Interior Fish and Wildlife Service seeks removal, disposal, and installation of above-ground fuel storage tanks at Carolina Sandhills National Wildlife Refuge near McBee, South Carolina, with quotes due August 19, 2026, at 12:00 PM Eastern Time. This is a total Small Business set-aside procurement.

Place of performance is McBee, South Carolina. The work involves removing two existing 2,000-gallon Convault tanks (one diesel, one unleaded gasoline) and installing two new UL-142 listed, double-walled horizontal cylindrical above-ground storage tanks (one 2,000-gallon diesel, one 1,000-gallon gasoline) at the Maintenance Facility. All tanks must meet UL standards (UL 142, UL 1238, UL 567, UL 87, UL 842, UL 971), Petroleum Equipment Institute guidelines, NFPA codes (30, 30A, 70), Steel Tank Institute standards, OSHA, EPA Clean Water Act and Oil Pollution Act provisions, and South Carolina environmental and fire marshal regulations. New tanks require ASTM A-36 steel construction (minimum 10-gauge interior, 7-gauge exterior), integral secondary containment with leak detection, emergency and atmospheric vents, spill/overfill containment basins (minimum 7-gallon capacity), Morrison 918F clock-type fuel quantity gauges, fire-testing to 2,000 degrees Fahrenheit for 2 hours, grounding per NFPA 780, hurricane/tornado anchoring, cathodic protection, and a 15-gpm UL-listed dispensing pump system with safety features. The period of performance runs August 30, 2026, through March 31, 2027. The anticipated award date is September 1, 2026. This is a firm-fixed-price purchase order for commercial items under FAR Part 12, NAICS 332420 with a 750-employee size standard. Evaluation prioritizes technical experience and capacity, technical approach and methodology, management plan with identified key personnel, and past performance significantly more heavily than price. Offerors must register and remain active in SAM.gov through final payment, submit SF 1449 forms, SAM.gov UEI, technical capabilities documentation, three past performance references with similar project experience, and detailed pricing. Questions are due within 48 hours of posting (by August 6, 2026) via email to keith_rose@ios.doi.gov. Service Contract Act prevailing wage rates apply for Clarendon County, South Carolina, effective July 30, 2026.
