About this opportunity

The Defense Information Systems Agency (DISA) issued a sole source justification and approval for the Starshield Ka High Throughput System (KaHTS) services on behalf of the U.S. Space Force, awarding the contract to SpaceX on July 7, 2025, under contract HC10132D9000. The task order provides operational Proliferated Low Earth Orbit (PLEO) broadband data transport services with global coverage and internet connectivity for fixed sites, specifically targeting U.S. Indo-Pacific Command locations including an existing site in Guam with options for an additional site. The service features a 1Gbps Committed Information Rate (CIR) in each direction with the capability to surge to 10Gbps CIR for one month annually, serving as low-latency satellite connectivity backup to undersea fiber communications. The sole source justification is based on SpaceX being the only provider currently capable of delivering the required high-data-rate satellite service with the specified technical capabilities, while alternative providers like Amazon's Kuiper, Telesat's Lightspeed, and Rivada's OuterNET are not expected to offer comparable services until 2026-2028. The task order has a 12-month performance period and includes equipment, reporting, service management, on-site installation, and operational support, though the contract award amount remains undisclosed.
