About this opportunity
The Department of the Army Corps of Engineers Engineering District Omaha is seeking contractor services for repairs and maintenance of two vertical aboveground storage tanks (Tanks 964 and 967) located at Savannah Air National Guard in Georgia. The procurement encompasses comprehensive repairs to bring both tanks into full compliance with American Petroleum Institute (API) 653 standards and applicable design criteria, with the DoD AST Standard AW 78-24-27 governing where conflicts arise with API 650 or API 653 specifications. All deficiencies identified in the previously performed API 653 inspection report must be corrected, and maintenance work includes repair of tank coatings, provision of a tank strapping chart, and completion of a final API 653 inspection. The contract is classified under NAICS 237120 (Oil and Gas Pipeline and Related Structures Construction) and PSC Y1NA (Construction of Fuel Supply Facilities). The pre-solicitation notice was posted on March 27, 2026, with a deadline for proposal submission on April 24, 2026.
This contract opportunity is designated as a Total Small Business set-aside, limiting competition to small business entities. The pre-solicitation notice does not specify an award value, budget range, or incumbent contractor information. The scope of work involves complete repair and maintenance services for the two storage tanks with adherence to strict industry standards and regulatory requirements. While specific timeline details for service completion are not outlined in this pre-solicitation notice, contractors should anticipate compliance with API inspection protocols and documentation requirements as integral components of contract performance. Interested small businesses should prepare to demonstrate relevant experience with aboveground storage tank repairs and familiarity with API 653 compliance procedures.
