About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD intends to award a delivery order under an existing Basic Ordering Agreement to Rockwell Collins, Inc. for AN/ARC-210(V) radio documentation modernization. The procurement involves adding the T-1120 Continental U.S. frequency table for Second generation Anti-jam Tactical Ultra-High Frequency Radio NATO (SATURN) systems and implementing a solution for the Y2K38 rollover bug affecting RT-1990A(C) and RT-1939A(C) radios. This modernization effort, designated as STGM, includes conducting a Systems Requirement Review to support an Engineering Change Proposal for the specified radio systems. The acquisition is being pursued on a sole-source basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the government has determined that only one responsible source exists and no other supplies or services will satisfy agency requirements. Interested parties may respond to demonstrate their capabilities by the October 10, 2025 deadline, though this notice is not a request for proposals and the government does not intend to fund development or qualification of alternative sources.

This procurement does not utilize any set-aside designations and is structured as a sole-source award to the incumbent contractor Rockwell Collins, Inc., located in Cedar Rapids, Iowa. The justification for sole-source procurement is based on the determination that the AN/ARC-210(V) electronic protection radio systems are commercial products for which Rockwell Collins will not provide the technical data necessary for competitive procurement or alternative support arrangements. The government retains discretion to determine whether to conduct competitive procurement based on responses received, though the current intent is to proceed with the sole-source approach. The procurement falls under NAICS code 334290 for Other Communications Equipment Manufacturing and PSC code 5821 for Radio and Television Communication Equipment, Airborne. While specific contract values and delivery timelines are not disclosed in this pre-solicitation notice, the work involves critical radio frequency modernization for military aviation systems. The government emphasizes that it will not fund development or qualification of other sources, reinforcing the sole-source nature of this specialized communications equipment modernization requirement.
