About this opportunity
The United States Coast Guard Heartland District is seeking a qualified vendor to provide and manage satellite television service accounts across all designated shore sites and afloat units within the district. The contractor must deliver equivalent satellite television packages that include a basic channel lineup, Starz movie package, Sports extra package, and NFL Sunday Ticket, with demonstrated experience supporting both land-based USCG installations and cutters whether in port or underway. Key requirements include limiting subscriptions to basic service plus three premium packages in compliance with USCG policy, establishing a reliable service resource such as a phone line or web portal to handle technical support and equipment requests, and submitting monthly invoices through the Invoice Processing Platform with payment made in arrears. The procurement is designated as a Total Small Business set-aside, and interested vendors are encouraged to submit feedback and interest by the December 19, 2025 deadline. Evaluation criteria will focus on the contractor's proven experience managing satellite television services for military installations and their ability to provide reliable technical support across the specified service locations.
The contract represents a Total Small Business set-aside opportunity with current service providers including DirecTV, Dish Network, and Spectrum, suggesting the winning contractor may assume management of existing accounts across 42 different Coast Guard locations spanning Texas, Louisiana, Mississippi, Alabama, Kentucky, Tennessee, Pennsylvania, Missouri, Iowa, Illinois, and Arkansas. The initial performance period runs from September 9, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031, providing potential long-term revenue stability. The Statement of Work indicates the scope includes managing service at locations with varying numbers of receivers, with DirecTV currently serving 38 locations, Dish Network at 2 locations, and Spectrum at 1 location. While specific contract value is not disclosed in the pre-solicitation notice, the multi-year scope and numerous service locations across multiple states indicate a substantial procurement. Payment terms require monthly billing with invoicing conducted through the government's Invoice Processing Platform, with each month's service billed on the first of the following month.
