NASA’s Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP), on a sole source basis in accordance with 10 U.S.C 2304(c)(1) Only One Responsible Source to the University of Hawaii, Institute for Astronomy (IFA). GSFC plans to obtain mission services to suppost laser ranging operations to artificial earth satellites on Haleakala summit, Maui, which is part of the NASA Satellite Laser Ranging (SLR) Network. The University of Hawaii IFA shall provide laser ranging operations to artifical earth satellites, and the maintenance and calibration of the Transportable Laser Ranging System (TLRS-4). The services required include operations of a satellite laser tracking station, data analysis, data assurance and quality control of TLRS-4 data products as appropriate. Additional services include maintenance and calibration of the TLRS-4, daily transfer of data to the NASA operations center, and system and engineering upgrades if required to maintain compatibility with the rest of the NASA SLR Network. TLRS-4 is equipped to perform laser ranging to satellite targets. GSFC will provide the equipment (Government Furnished Property) for this facility. A 5-year contract is anticipated. The Government does not intend to acquire a commercial item using FAR Part 12.
