About this opportunity
NASA Goddard Space Flight Center intends to issue a sole-source contract to the University of Hawaii for satellite laser ranging services, with capability submissions due by June 26, 2026 at 12:00 p.m. Eastern time. The Government invokes FAR 6.302-1 (only one responsible source) as the sole-source authority and does not intend to compete this acquisition on a full and open basis, though capability submissions will be evaluated to determine whether competitive procurement should proceed.
The contractor shall operate and maintain the NASA Transportable Laser Ranging System (TLRS-4) at Haleakala, Maui, Hawaii, providing laser ranging operations to approved satellites, range calibration, and electronic transmission of full-rate and normal-point range data in International Laser Ranging Service standard formats to the NASA Operations Center within 24 hours after each pass. Performance requirements include achieving 2,000 or greater satellite passes per 12-month period, maintaining average single-shot calibration RMS of 5.5 mm or less, and ensuring LAGEOS 1 & 2 and LARES tracking average single-shot RMS of 12 mm or less. Environmental measurements must maintain accuracy within ±0.1 mb for pressure, ±0.2 degrees Celsius for temperature, and ±5% for humidity. All equipment and software must remain under strict configuration control; weekly activity reports are required to the Contracting Officer Representative.
Secondary deliverables include logistical and technical support for next-generation space geodetic stations over five years, encompassing site facility planning, environmental and cultural investigations, permit coordination, equipment installation, operator training at both the site and NASA Greenbelt, testing and commissioning, and data analysis. The contractor bears responsibility for personnel and property safety and security. Contractor must comply with ANSI Z136.1 and Z136.6 safety standards during laser operations. Interested organizations should submit capabilities and qualifications via email to Nathan Freeman (nathan.a.freeman@nasa.gov).
Notice text
NASA/GSFC intends to issue a sole source contract to acquire the satellite laser ranging (SLR) services from the University of Hawaii. The contractor shall provide SLR operations, the maintenance and calibration of the NASA Transportable Laser Ranging System (TLRS-4), and support facility planning, installation and operation of the new NASA geodetic stations as part of the NASA Space Geodesy Network (NSGN). The remote geographic location provides an uninterrupted continuation of laser tracking support at the TLRS-4 facility at Haleakala, and is supported under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Nathan Freeman, nathan.a.freeman@nasa.gov not later than 12:00pm Eastern Standard Time on June 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
