About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting quotes for satellite internet service at remote research locations in Mali through a Request for Quotes (RFQ-NIAID-25-2252895). The procurement seeks commercial satellite telecommunications services for four specific research sites, with each location requiring shared internet services utilizing specific bandwidth configurations on an iDirect eVolution platform. This acquisition will be processed under Simplified Acquisition Procedures and is being conducted as a full and open competition with specific federal acquisition regulations applying. The government intends to award a firm fixed-price purchase order based on two primary evaluation criteria: technical capability to meet requirements and price competitiveness. Interested offerors must submit their quotes electronically to Diana Rohlman by January 20, 2025, at 2:00 pm EST, with all submissions required to include the RFQ number in the subject line.
The solicitation is specifically set aside for woman-owned small businesses under the North American Industry Classification System (NAICS) code 517410 for Satellite Telecommunications, with a small business size standard of $44 million. The contract will cover satellite internet services for a one-year performance period from February 16, 2025, to February 15, 2026, with services needed at research sites in Bancoumana, Doneguebougou, Kalifabougou, and Ouelessebougou, Mali. Each site requires identical shared internet service configurations with specific upload and download speeds. Prospective contractors must be registered in the System for Award Management (SAM) database and comply with various federal acquisition regulations, including provisions related to confidentiality agreements, telecommunications equipment restrictions, and equal employment opportunity requirements. The procurement represents a standard government approach to acquiring specialized telecommunications infrastructure for remote research locations.
