About this opportunity

The Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory is seeking information from vendors capable of providing preventative and remedial maintenance services for Measurement Technology Laboratories (MTL) equipment at their facility in Ann Arbor, Michigan. The maintenance services encompass MTL-supplied instrumentation including AH 500 and AH 225-7 Ultra-Fine Precision Filter Weighing Systems, MTL Environmental Control units with software, autohandlers, and FWS software. This Request for Information (RFI) is being conducted solely for market research purposes under FAR 10.001(f) to identify qualified vendors who can meet or exceed the specifications outlined in the attached draft Statement of Work. The procurement scope includes troubleshooting, upgrades, spare parts, and commissioning services for the specialized laboratory equipment. Interested vendors must submit their responses by November 5, 2025, though the agency emphasizes that no guarantee exists for a future solicitation or award resulting from this RFI.

This opportunity does not include any set-aside designations and is open to all capable vendors in the marketplace. The RFI does not identify any incumbent contractors or provide specific budget ranges or award values for potential future procurement actions. The agency has not disclosed quantities of equipment requiring maintenance or specific timelines for service delivery, as these details would likely be included in any subsequent formal solicitation. Vendors should note that all costs associated with responding to this RFI will be borne entirely by the responding parties, and the government will not provide feedback on submissions. The EPA reserves the right to determine how to proceed following their review of RFI responses and may choose not to issue a formal solicitation. All information received will be treated as market research data only and will not form the basis for any contract award.
