The procurement requires 50 salvage vehicles annually that must be compact to mid-size with specific wheelbase requirements, functional wheels and tires, and engines that are present but not necessarily operational, with all fluids drained prior to delivery. The vehicles will be used for explosive effects demonstrations as part of federal law enforcement training programs. The government will evaluate offers based on technical capability, past performance, and price, with the intent to award to the offer representing the best value to the government. The deadline for questions is September 26, 2025 at 1:00 PM EST, and all quotations must be submitted electronically by September 27, 2025 at 1:00 PM EST.

This procurement is designated as a 100% Small Business set-aside under NAICS code 423990 (Other Miscellaneous Durable Goods Merchant Wholesalers) with a size standard of $8 million. The contract will establish a Blanket Purchase Agreement with a base period from October 1, 2025 through September 30, 2030, potentially including four option years and a possible six-month extension. The requirement calls for 50 salvage vehicles per year to support ongoing training operations, with vehicles being delivered, used for demonstrations, and then removed by the contractor after use. All services will be performed at the Federal Law Enforcement Training Center in Glynco, Georgia.
