About this opportunity

The Fort Knox Qualified Recycle Program, operating under the Department of the Army, is soliciting bids for the purchase of approximately 40,997 pounds of scrap deformed small arms fired cartridge casings in multiple calibers (.50, 9mm, 5.56mm, and 7.62mm). The material consists of demilitarized casings with primers that have been visually inspected and processed through an ordnance deformer to eliminate live rounds and render them unsuitable for reloading. Award will be based solely on the best price offered, making this a straightforward competitive procurement with no minimum qualifications beyond responsiveness to the solicitation requirements. Bidders must submit complete proposals including company information, signatures, and offer prices by April 28, 2026 at 2:00 p.m. Eastern Standard Time to the designated Fort Knox QRP email addresses. The solicitation represents a single load offering, and prospective bidders may arrange site visits to inspect material samples by contacting the Fort Knox QRP at (502) 624-5026 prior to submission.

This is an unrestricted procurement with no set-asides designated, and no incumbent or previous contractor is identified in the solicitation documents. The material will be packaged in 15 gaylord boxes and must be picked up by the successful bidder within ten working days of award during Fort Knox QRP business hours (7:30 a.m. to 2:30 p.m. EST, Monday through Friday). Bidders must provide their own 53-foot van trailer for pickup, with the Fort Knox QRP providing forklift assistance and weighing services on certified government scales; all load securing and transportation costs are the bidder's responsibility. Payment terms require 80 percent of the award amount at pickup and the remaining 20 percent within fifteen calendar days via bank draft, cashier's check, certified check, traveler's check, or postal money order to the U.S. Treasury Department, with gaylord boxes reimbursed at $18.00 each. The place of performance is Fort Knox, Kentucky 40121, and the Fort Knox QRP reserves the right to require SAM registration verification, DUNS Number, and Cage Code documentation, with full prepayment required for bidders unable to pass solvency vetting.
