About this opportunity

The Department of the Army's Fort Knox Qualified Recycle Program is conducting a solicitation for the sale of baled post-consumer Manifold Coloured Ledger (MCL), representing a government disposal of recyclable materials rather than a traditional procurement. The materials consist of approximately 40,000 pounds (20 tons) of recyclable paper materials including sheets, shavings, and cuttings of industrially generated printed or unprinted colored or white groundwood-free paper that must be uncoated and free of nonimpact printing. Bidders must submit their offer price per ton for these materials, with the requirement that prohibitive materials not exceed 1% of the total load. The award will be made based on the best price offered, and interested parties may conduct a site visit to examine the materials before submitting their bids. All completed solicitation agreements must be submitted by September 4, 2025, at 2:00 PM Eastern Standard Time to the designated Fort Knox contacts via email.

This solicitation operates without any set-aside designation and no incumbent contractors are identified since this represents a one-time disposal sale rather than an ongoing service contract. The solicitation does not specify a minimum bid amount or budget range, as the government seeks to maximize revenue from the sale of these recyclable materials. The materials will be loaded into a 53-foot van trailer with Fort Knox QRP providing forklift assistance for pickup operations. Performance will take place at Fort Knox, Kentucky, with payment required within 45 calendar days of material pickup via bank draft, cashier's check, or other approved payment methods made out to US Treasury Payables. The duration is limited to a single load pickup, making this a one-time transaction rather than an ongoing contractual relationship.
