About this opportunity

The Air Force Research Laboratory (AFRL) is seeking to procure additional years of the SAGE STM Journal Collection, an online physics literature database to support research activities across eight technical directorates at multiple Air Force locations. The database must provide comprehensive access to full-text, peer-reviewed journals with the ability to download materials for offline use and be accessible through both AFRL library websites and SAGE's independent platform. This procurement will be an addition to the existing contract FA2396-24-P-B027, targeting support for civilian, contractor, and military scientific personnel across locations including Arlington, Edwards AFB, Eglin AFB, and Wright-Patterson AFB. Interested contractors must submit a 10-page response in unclassified Microsoft Word format, including company contact information, business size classification, and detailed product capability descriptions. Responses are due by December 10, 2024, at 2:00 PM EST and should be emailed directly to Travis McCullough.

The opportunity is currently not set aside for small businesses, though the government reserves the right to modify this designation based on responses received. The NAICS code is 513120 with a size standard of 1,000 employees, and contractors are encouraged to demonstrate socioeconomic status such as women-owned, veteran-owned, or 8(a) status if applicable. While specific award value was not disclosed, the procurement appears to be for a 12-month base period with two potential option years starting January 1, 2025. Contractors must provide their CAGE Code or DUNS Number and explain how their product meets the specified technical requirements for physics research materials. The government will use the submitted information to determine whether to conduct a full and open competitive procurement or potentially a small business set-aside competition.

Notice text

AFRL's Library requires the purchase of additional years of SAGE STM Journal Collection access able to support the mission.  These additional years will be added to the current contract FA2396-24-P-B027.

The AFRL Library Council has a requirement for an online physics literature database that meets the laboratory's mission to "lead the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces." The AFRL libraries support civilian, contractor, and military personnel, primarily scientists and engineers (S&Es), assigned to the eight AFRL technical directorates which include Aerospace Systems, Airman Systems, Directed Energy, Information, Materials and Manufacturing, Munitions, Sensors, and Space Vehicles and the Air Force Office of Scientific Research (AFOSR). The AFRL libraries provide research materials, including databases, electronic books, journals and other services, to all AFRL S&Es. The AFRL Library Council is a consortium that exists to create partnerships among the libraries at the various sites hosting AFRL elements. The different locations are Arlington, VA, Edwards AFB, Eglin AFB, Fort Sam Houston, Kirtland AFB, Rome Research Site, and Wright-Patterson AFB. They cooperatively acquire materials that are made available to civilian, contractor, and military employees across the laboratory. The required database will help the AFRL Library Council meet the above mission by providing the library users with research materials to meet the requirements of the Air Force Research Laboratory's research and development goals.

This resource needs a highly-focused scope on the field of physics and allied areas and to offer a tailored collection of electronic reference resources for scientists and engineers (S&Es) that provides access to full-text titles, primarily peer-reviewed journals. Due to the differing research missions of the individual AFRL technical directorates that the libraries support, the required database needs to be all-inclusive of the different materials and allow S&Es the ability to effectively and efficiently research the required physics topics. The SAGE STM journal collection needs to be made available through the individual AFRL libraries' websites or intranet sites via the EZproxy authentication service, as well as, provide its own interface that can be accessed through an independent website (https://www.sagepub.com).  This resource needs to allow material to be downloaded to provide offline access in situations with low or no internet access. The resource needs to provide online research tools from professionally curated and/or peer-reviewed sources that offer trusted information in abstracts, articles, and electronic journals with a focus on the subject areas listed above.

This notice of intent is not a request for competitive quotations.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.  The Government will consider responses received within 5 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement.

If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603.  If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply.

A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.

Contractors should be aware of the following information:

  1. Contractors must include the following information:
    1. Points of contact, addresses, email addresses, phone numbers.
    1. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above.

    1. Company CAGE Code or DUNS Number.
  2. In your response, you must address how your product meets the product characteristics specified above.
  3. Submitted information shall be UNCLASSIFIED.
  4. Responses are limited to 10 pages in a Microsoft Word compatible format.

Responses should be emailed to Travis McCullough at Travis.McCullough.1@us.af.mil no later than, 10 Dec 2024 2:00 pm EST.  Any questions should be directed to Travis McCullough through email.
