The Air Force Test Center (AFTC), 412th Test Engineer Group, Edwards AFB, CA intends to award a sole-source contract to Safran Data Systems to provide Safran Data Systems data recorders, components, technical engineering support, upgrades and enhancements, and repair services for data recorders for the sustainment of Safran Airborne Data Recorders (ADR) and Ground Data Recorders (GDR) for the at Edwards AFB, Eglin AFB, other Department of

Defense (DoD) Agencies, and the National Aeronautics and Space Administration (NASA). The anticipated contract will be a firm-fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Safran ADR, GDR, components, technical engineering support, upgrades and enhancements, and repair services. Anticipated award date is on or before 11 December 2020.

The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii). This authority is supported by an approved sole source letter (see attached letter). The applicable NAICS code is 334511 and the size standard, as defined by the U.S. Small Business Administration, is 1,250 employees. This synopsis neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

AFTC has appointed an Ombudsman to hear concerns from potential errors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
