About this opportunity

The United States Marine Corps seeks to purchase five safety motorcycles to replace aging units in service, with quotations due August 21, 2026 at 12:00 PM Pacific Time and delivery required by October 21, 2026. This is a women-owned small business set-aside with 100% small business preference.

Place of performance is Camp Pendleton North, California, with delivery to the Distribution Management Office at Camp Pendleton. The procurement is conducted under FAR Part 12 for commercial items using firm fixed-price contracting.

The motorcycles must meet salient characteristics: street-legal training bikes with 250cc to 300cc, 4-stroke, liquid-cooled single-cylinder or parallel-twin engines, electronic fuel injection, and 6-speed manual transmission. Frame construction is lightweight tubular steel or aluminum with telescopic or inverted fork front suspension (30mm–37mm) and mono-shock rear with preload adjustability. Braking requires single disc brakes front and rear (250mm–310mm front; 200mm–240mm rear) with optional ABS. Weight range is 300–375 pounds, seat height 28–32 inches, with 17-inch tubeless sport-oriented tires, electric starter, digital or analog-digital instrumentation, LED lighting, 3–4 gallon fuel capacity, frame sliders or engine guards, and accessible chain drive designed for simple maintenance. Neutral to slightly raised handlebar positioning is required for upright, comfortable riding.

Evaluation is stepwise: technical acceptability against salient characteristics and country of origin affirmation assessed first, followed by price evaluation for fairness and reasonableness. Technical capability is weighted significantly more than cost. Quotations submitted via email to Sergeant Ricardo Hernandez are subject to a 90-day acceptance period. The government intends a single firm fixed-price award to the responsible offeror with the most advantageous quotation. Offerors must register in SAM, provide Buy American and Balance of Payments certifications, obtain cybersecurity maturity model certification at the appropriate level, and meet item unique identification requirements per DFARS 252.211-7003. Quotations failing responsiveness requirements or demonstrating unacceptable technical capability are eliminated without further evaluation.
