About this opportunity

The Department of the Navy Naval Supply Systems Command seeks 100 units of prescription safety glasses for the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) at U.S. Naval Base Yokosuka, with quotations due July 13, 2026. This is a women-owned small business (WOSB) acquisition restricted to sources duly authorized to operate and do business in Japan under DFARS 252.225-7042; prime contractors outside Japan must submit documentation unambiguously demonstrating compliance, such as proof of incorporation.

Place of performance is Yokosuka, Kanagawa, Japan. The contractor must conduct onsite eye examinations for approximately 100 employees, perform sight checks using auto-lens meter equipment, and adjust for far-sight, astigmatic, and aged eyes. Glasses must comply with JIS T8147 standards and include progressive lenses for bifocal requirements, accommodating prescription ranges of S-side −10.00 to −0.00 and C-side −4.00 to 0.00 for near sight, S-side +7.00 to +0.00 and C-side +4.00 to 0.00 for far sight, and S-side +4.00 to +0.00 and C-side −4.00 to 0.00 for astigmatism. Frames must be high-quality and durable for heavy industrial work; plastic frames must be available for employees with metallic allergies. The manufacturer of record is Yamamoto Kougaku Ltd. or an equal product. Delivery is due by August 10, 2026. Quotations must be firm fixed-price, submitted on an "All or None" basis, and include manufacturer specifications and technical documentation. Amendment 0001, issued July 12, clarifies that in-house impact test reports from the manufacturer, conducted per the JIS T8147 method, are acceptable as proof of compliance for prescription lenses; prospective contractors should provide the product's website, homepage link, or catalogs for verification. NAICS code is 339115, Ophthalmic Goods Manufacturing; PSC code is 4240, Safety and Rescue Equipment.

Please find attached Solicitation Amendment N6264926QB0630001.

----------------------------------------

Amendment 0001 is hereby issued to provide the Government's response to questions received from a prospective contractor(s).

*Please note that, due to technical system issues, the SF30 will be uploaded once the system is operational again.

QUESTIONs AND ANSWERs

The following questions were raised and answers are hereby provided:

Question No. 1:

The solicitation requires prescription (corrective) lenses that also meet JIS T8147. In Japan, JIS T8147 applies to plano (non-prescription) lenses, so prescription safety glasses generally cannot carry formal JIS T8147 certification. Manufacturers instead perform in-house impact testing per the JIS T8147 method (confirming no shattering or cracking). Would in-house impact testing conducted per the JIS T8147 method satisfy this requirement?

Answer: Yes.

Question No. 2:

What documentation should we submit as proof of compliance (is an in-house impact test report acceptable)?

Answer: An in-house impact test report from the manufacturer is acceptable as proof of compliance. Please provide the product's website or homepage link, or catalogs of the product being offered to facilitate verification.
