About this opportunity

The Department of the Navy Naval Air Systems Command is soliciting quotes for prescription safety eyewear (Personal Protective Equipment) to be provided to employees of Fleet Readiness Center Southwest (FRCSW) in compliance with OSHA regulations, U.S. Navy safety instructions, and established industry standards. This is a combined synopsis and solicitation for commercial items prepared under Simplified Acquisition Procedures, utilizing a lowest-price, technically acceptable evaluation methodology. Technical acceptability requires that quotes demonstrate full compliance with all solicitation terms and conditions, the Statement of Work, and the Schedule of Items, with sufficient detail to show vendor understanding of government requirements. Price evaluation will award the contract to the lowest-priced technically acceptable offer. The solicitation was posted on November 26, 2025, with a response deadline of December 12, 2025, as extended by Amendment 0001, and quoters must acknowledge receipt of both Amendment 0001 and Amendment 0002 (which modified certain CLIN descriptions) with their submissions.

The solicitation was originally designated as a set-aside for Women-Owned Small Businesses (WOSB), though the current notice indicates no set-aside is being used, suggesting a full and open competition. The contract covers prescription safety glasses in multiple styles including single lens, bifocal, trifocal, and progressive designs, with an estimated annual quantity of approximately 630 pairs across various configurations and frame types. The contract structure includes a one-year base period and four one-year option periods, with lenses required to meet ANSI/ISEA Z87.1-2015/2020 standards and incorporate polycarbonate construction with scratch-resistant treatment. The successful contractor must also provide on-site optician services for 24 days annually, with eyewear delivery required within 14 calendar days of each on-site visit. Performance will take place in San Diego, California at Naval Air Station North Island, with deliveries to Naval Base Coronado, and the NAICS code assigned is 339115 (Ophthalmic Goods Manufacturing) with a small business size standard of 1,000 employees.
