About this opportunity
The Office of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics (SAF/AQ) and the Air Force District of Washington, Contracting Directorate (AFDW/PK) are seeking commercial twelve-month subscriptions to CQ Roll Call services to provide detailed non-partisan summaries of U.S. Congress legislation, real-time tracking of legislative bills and amendments, analysis of Congressional votes and floor proceedings, and access to detailed information on Congressional members and committees. The primary evaluation criterion is the vendor's capability to meet the specified service requirements, which must be demonstrated through a capability statement submitted via email. Any interested firm that believes it can fulfill these requirements is invited to submit a capability statement no later than March 23, 2026, containing business information including point of contact details, SAM UEI, applicable small business socio-economic categories, and a description of products and services that meet the characteristics specified. The capability statement must not exceed five pages in length. The Government reserves the sole discretion to determine whether to compete the acquisition based on responses received, and this notice of intent is not a request for quotes, bids, or proposals.
This procurement will be awarded as a Firm-Fixed Price Purchase Order under FAR 12.102(a) authority with an anticipated contract period of one base year and four optional years, plus a potential six-month extension. CQ-Roll Call, Inc. (UEI N8K7N7GJAZ73) is currently identified as the intended sole-source recipient, as these subscription services are characterized as unique to this vendor. No small business set-aside has yet been determined for this acquisition. The NAICS classification is 513120 (Periodical Publishers) and the PSC classification is 7630 (Newspapers and Periodicals). While no specific award value or budget range is disclosed in this pre-solicitation notice, the multi-year contract structure with options and a potential extension indicates a significant long-term commitment to legislative tracking and analysis capabilities.
