About this opportunity

The U.S. Army Corps of Engineers, San Francisco District, is procuring annual maintenance dredging services for the Sacramento Deepwater Ship Channel (DWSC) located in Sacramento and Yolo Counties, California. The project requires dredging the channel to a depth of -30 feet (MLLW) plus 1 foot of paid over-depth, with all dredged material suitable for upland beneficial reuse at specified sites or contractor-furnished sites in accordance with permit requirements. This procurement will be conducted under NAICS Code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $37,000,000, and the contract will be awarded as a Firm Fixed Price (FFP) contract under full and open competition via Invitation for Bids (IFB). The specific evaluation criteria are not detailed in this pre-solicitation notice, though the emphasis on beneficial reuse of dredged material indicates environmental stewardship will be a key consideration. The solicitation is expected to be available for viewing and downloading on or about April 30, 2026, with all bids due on or about June 2, 2026, at 2:00 PM PST; prospective bidders should direct technical questions to Contract Specialist J. Dennis Neal at james.neal@usace.army.mil.

This procurement includes no set-aside designation and is open to all qualified contractors in full and open competition. The estimated cost range for this contract is between $1,000,000 and $3,000,000, representing a substantial but manageable project value within the dredging services sector. No incumbent contractor or previous award information is mentioned in the pre-solicitation notice. All prospective offerors, including their subcontractors, must be registered in both the System for Award Management (SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website to view solicitation documents and submit bids, as hard copy and CD formats will not be provided. The government has advised that the project may be delayed, cancelled, or revised at any time during the solicitation, selection, evaluation, and award process, and interested parties should register in SAM and PIEE immediately to prepare for the official solicitation release in late April 2026.
