About this opportunity

The Department of the Army's Army Contracting Command - Detroit Arsenal (ACC-DTA) is seeking a two-year extension contract for Small Multipurpose Equipment Transport (S-MET Increment I) spare parts, repair maintenance, field service representative support, and contractor logistics support. The contract will be a Firm-Fixed Price (FFP) Requirements contract solicited on a sole source basis with General Dynamics Land Systems (GDLS), the Original Equipment Manufacturer (OEM). The procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, with the justification based on GDLS being the only source capable of fulfilling the government's requirements without substantial cost duplication. All interested contractors must be registered in the System for Award Management (SAM) and should be prepared to submit capability statements or proposals. The pre-solicitation notice was posted on April 24, 2025, with proposals due by May 9, 2025, and the full solicitation will not be available for a minimum of 15 calendar days from the notice date.

The contract opportunity is designated as an 8(a) Sole Source set-aside specifically for General Dynamics Land Systems. The five-year contract will cover spare parts, repair maintenance, and logistical support for the S-MET Increment I equipment. While the exact contract value is not specified, the procurement is non-commercial and will leverage GDLS's unique technical capabilities, facilities, personnel, historical information, and proprietary technical data. The contract extension demonstrates the government's intent to continue working with the original equipment manufacturer to maintain specialized military equipment. Contractors are explicitly warned that all solicitation documents will be distributed electronically, and they are responsible for periodically checking available internet resources to obtain amendments, with failure to do so potentially resulting in proposal rejection.
