About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking to procure Rustici Content Controller Software through a renewal of an existing license agreement. This software must function as a learning interoperability tool and content management system that integrates with Moodie Workplace 4.5 or later to support the Army Training Information System (ATIS) in Newport News, Virginia. Key requirements include the ability to import, deliver, and track multiple content standards including SCORM 1.2, SCORM 2004 (2nd, 3rd, and 4th editions), AICC, xAPI, cmi5, PDF, MP4, and cross-domain content within third-party learning management systems. The software must enable single sign-on functionality, eliminating the need for separate user logins, and must support cross-domain functions that expose specific data exchanges between the LMS and courses. Additionally, the vendor must provide updates, technical support services, and comprehensive documentation to the customer. The pre-solicitation notice was posted on January 27, 2026, with a due date of January 29, 2026 for interested parties to respond.
This procurement is not designated as a set-aside contract and follows the standard competitive bidding process. The requirement encompasses between 500,000 and 2,000,000 licenses, representing a substantial volume procurement for the Army's training infrastructure. While the notice does not explicitly state the award value or budget ceiling, the scale of licensing indicates a significant financial commitment. The software must be capable of generating interoperable SCORM 1.2, SCORM 2004 3rd edition, cmi5, and AICC compressed files compatible with third-party learning management systems that support the same specifications. This renewal opportunity falls under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software with Perpetual License), indicating the requirement is for perpetual licensing rather than subscription-based services.
