About this opportunity

The U.S. Army Corps of Engineers, New York District is seeking a contractor to design and construct runway approach lighting systems and precision approach path indicators (PAPI) at Pituffik Space Base in Greenland. The project will be awarded through a competitive Invitation for Bid solicitation on a Firm Fixed Price basis. Work includes installation of a new ALSF-1 3000-foot approach lighting system for runway 26, construction of a river crossing bridge, an Instrument Landing System (ILS) with supporting infrastructure, Runway Distance Remaining (RDR) signage, PAPI equipment, and a new airfield lighting vault with emergency backup generator, along with demolition of existing infrastructure. Contractors must understand that construction activities are severely constrained by geographic and climate limitations, as exterior work is restricted to the months of June through September, with possible work in May and October, and all personnel and materials must be transported via military airlift or sealift with no commercial access available. The solicitation was posted on January 8, 2026, with a deadline for questions or initial responses on January 23, 2025, though this appears to contain a date inconsistency that should be clarified.

This procurement carries no set-aside designation, making it open to all eligible contractors. The notice provides no information regarding potential incumbents, current contractors, or specific budget allocations for the project. Work must be carefully scheduled around Pituffik Space Base's limited shipping windows, including one annual military cargo sealift departing Norfolk, Virginia on or about July 1, and two additional sealifts departing Copenhagen, Denmark in July and August. Contractors should anticipate significant logistical complexity and cost considerations due to the remote location's permafrost conditions, extreme winter temperatures averaging 20-30 degrees below zero Fahrenheit, and the prohibition on emergency military airlifts except in true emergencies. Optional work includes potential reduction in the length of approach lights, which may be evaluated separately as part of the bid submission process.

The region is glaciated, and the existing soil is generally permafrost, which exists from 1 to 6 feet below the surface to a measured depth of 1,600 feet. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero.
