Synopsis of Contract Action (SOCA)
For
Run Tank Valve XCV
The Air Force Test Center (AFTC), Contracting Directorate, Edwards AFB, CA intends to issue a sole-source contract to Blair-Martin Company, Inc., for Run Tank Valve XCV. The anticipated contract will be a Firm-Fixed Price (FFP) Commercial Purchase Order.
Blair-Martin Company, Inc., is the only company capable of providing these valves because it is an authorized and ASME certified vendor. Blair-Martin Company, Inc., is the only known supplier at this time that can provide a four inch vent valve for the low pressure RP-2 run tank (XCV 4578) and a six inch vent valve for the low pressure liquid oxygen run tank
(XCV 2599).
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved sole source letter (see attached letter). The applicable NAICS code is 332912 and the size standard, as defined by the
U.S. Small Business Administration, is 1,000 employees.
This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
