The Norfolk District, Corps of Engineers is seeking qualified, experienced firms capable of performing dredging, approximately 150,000 cubic yards of maintenance material from the Rudee Inlet Federal Navigation Project, including the Rudee Entrance Channel, Sand Trap, Transition Area, Jetty Protection Areas, and Deposition Basin located in Virginia Beach, Virginia. All sandy maintenance material will be dredged and hydraulically placed on the northern adjacent Resort Beach shoreline. A Hydraulic Cutter-head Dredge may be used to accomplish this work. Maximum dredging contract pay depths will be to -14 feet for the Entrance Channel, -20 feet for the Sand Trap, -16 feet for the Transition Area, -14 feet for the Jetty Protection Areas, and -22 feet for the Deposition Basin. All depths are referred to mean lower low water. Placement of dredged material on the nearby shoreline will require sufficient horsepower to pump the sandy dredged material approximately 1.25 miles. The contractor is expected to work in the vicinity of large groups of bystanders and tourists during placement operations and work at a project with high recreational traffic through the entrance channel. Placement on Resort Beach may potentially take place during beach events planned by the City of Virginia Beach. Rudee Inlet is located on the Atlantic Coast and it is expected that dredging conditions will be in an ocean environment.

The project will be solicited with Definitive Responsibility Criteria (DRC). These criteria are specific and objective standards established by an agency as a precondition to award which are designed to measure a prospective contractor's ability to perform the contract. In order to be found responsible, the apparent low bidder must demonstrate their past experience with defined work criteria. The three criteria are: 1) the ability to dredge up to 5,000 cubic yards a day with a dredge that has a minimum plant weight of 600,000 pounds and a minimum of 1,000 horsepower continuous to the pump, 2) the ability to perform dredging similar to the above scope, including beach nourishment and grading, 3) the ability to dredge to depths of -22 feet mean lower low water in open ocean conditions.

In accordance with FAR 36/DFARs 236, the magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. NAICS Code 237990 applies. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

The construction period of performance will be approximately 75 calendar days from issuance of the Notice to Proceed (NTP).
